Proceeded to Huntington Beach, CA and sat up watch on subjects quarters. Surveillance point was to at the gas station leading to the entrance of subjects quarters. Second unit was on the on the other side of the roadway. Just prior to setting up surveillance, a check was made by this unit to see if subjects vehicle was in front of his quarters. It was. No activity was observed by either unit until about 2200 when subjects vehicle pulled out of his quarters area. The vehicle traveled towards Long Beach, CA, about one mile, and then stopped at a left turn light which was red. Due to traffic conditions, which was light, this vehicle pulled up behind subjects vehicle instead of to the side. As subject vehicle made a left "u" turn, the driver of the vehicle, young in age with short blond hair, looked at tail vehicle closely. Tail vehicle immediately broke contact and made a left turn at moderate speed. Due to this action the driver of subject's vehicle was unable to obtain license plates. There was a second occupant in the vehicle on the passenger side, and he was an older male and not the subject. Subject was not observed in vehicle. The second surveillance vehicle then checked subjects residence and found that subjects vehicle had returned to the quarters immediately. The action of the driver on why he looked at the tail vehicle closely can not be explained. Surveillance was curtailed for the night.
